I don't 'get' certificates at all. It's the one button I never click on my display. If I want to fly a particular ship or improve a certain area of my game, I look up the skills required and train them. Certificates seem utterly useless to me.

Decide what you want to train. Then train those skills up to level 3/4 in realtime. Use your skillpoints to train to level V. It's a psychological thing. I hate that BIG wait to train level V. :)
